Imperial Law - references to this is very general and mostly refer to acts against the Empire as a whole, as the Empire is run by its Enclaves and there Archmages. As in most Empires, the threats came from outside its borders mostly but internal conflicts did happen between Enclaves and unless a threat to the Empire itself, where left to those involved to sort out.

Hadriatic Law - Town and city law was governed by the one controlling the town or the influence of an Enclave, in this case, Hadian law was governed by the Enclave of Valstiir. Most if not all of the laws the that was the adhered to in the Enclave effected life in the town and its area of influence around the Enclave. Some local laws could differ from the Enclave as long as it didn't affect the running of Enclave itself.

Public tax ledgers - In regards to Hadrian, the Mayor's office is responsible for the collection and distribution of funds raised by any tax. The Mayors Office does so with the help of the three Noble houses who control and run different areas of town and enclave life. Taxes are collected in general for the upkeep and protection of the town and enclave above. Percentages of any taxes collected would go to Guard wages, Port Officials, Mayors Office, and general upkeep. The Mayor's office controls the collection of assets sold like houses/estates and uses these funds at his or her discretion. Any Guild tax would be up to the contract confirmed and provided, but the Arcanist Guild is not in Hadrian or Valstiir, therefore doesn't pay any taxes but does offer its services if needed for the Empire.

Hadrian infrastructure - As stated before this mostly falls with the Nobles houses, where Archmage Valstiir has given them areas of control and influence in the town and enclave. Put simply Dukarrus influence and control would be the protection of the town and enclave, Reschotti influence and control is trade and finances and Skettus influence and control is information. Buildings outside of the control of the Nobles houses fall to the Mayor's office and the upkeep of roads and port facilities.

The Librarian goes on to say that the Council has been researching current laws and believes they are close to releasing an updated version to suit the current environment.
Build it and they will come.
