Unionists, rabble rowsers, outright anarchists?
The citizens of the enclave would have you believe all three.  Then throw in outright organized criminality as well.
But they don't stomp them out..

The truth is that he who controls the wharves, controls the trade. Whatever sort of trade that might be.
The Fishermen and Dockworkers are generally a rough and gruff close knit group who don't take kindly to outsiders butting their noses into their business.
If you wish to find out more you better earn their respect first.

Southbank

Southbank is a port south of Hadrian, across the Netheril River. It is comprised mostly of warehouses and a few homes for the workers and sailors who are constantly working on delivering shipments to and from various places. The areas surrounding Southbank are mostly wilderness and home to bandits and wild animals alike, thus Southbank is surrounded by a large wall to protect its workers from the many dangers that lurk beyond. Aside from the many ships that travel through the area and the large number of warehouses, Southbank has little to offer for the common folk. After a long day of work, many enjoy the comforts that the local Whistling Pig inn provides. As such, it is a place those looking for work and adventure alike often find themselves.

Nualla'n

This is a small elven settlement located near the edge of the Great Eastern Forest. It is the closest Elven town to the Netherial Empire, so can be a place travelers and alike visit to communicate with the race of Elves. It can be reached by Airship or now by foot, after the recent attack by Orcs that caved a path in the forest to attack the settlement.

Wonbrie Woods

Little is known about these woods and is said to be located on a large river island east of the town of Hadrian but it edges have never been found from within and no map has ever been made of it many trials. Fey have been seen in numbers of late as well as Undead and other creatures that call the woods home. It is as though something is always watching you as you walk in the woods and the rocks with eyes don't help that feeling.

Enter at your only risk and don't get lost in the many caves and crypts that can be found with its boundaries.

Old Graveyard

Located to the east of Southbank, this graveyard holds many warriors and soldiers from past battles in the area. it is known walking in the graveyard at night is unwise, as some of the lost souls are known to walk about the graveyard.

Grave robbers are common, as well as passing tribes of monsters like goblins and bugbears.

Sullivan's Port

Sullivan's Port, a trading port that where monster and alike walk freely around ... selling their wares to each other and passing merchants and adventurers. Currently in the hands of and run by a Minotaur.

The only law out this way is the word of the Sullivan, and the port is known to move around from time to time depending on its impact in the area.

Hadrian

The main part of the local area, supplying the great Enclave of Valstiir. Trade and Adventuring are high, with the Noble Houses controlling the Trade, Defence and Information supplied to those that live and work in what was, in the beginning, a Fishing Village on the river but continues to grow.

Hadrian has farmlands to the North and East of the village and a swamp to the West caused by water movements as the town was built. Across the river from Hadrian is SouthBank, which is a small port that gives access to the other side of the river, which has over time had attacks from the Orcs, that control the Hills behind the small settlement.

Airships and riverboat are always seen coming and going for the town, bringing in and out supplies. These ships can take you to many different places of trade and adventure.

Moonglow Keep

Moonglow Keep is home to the knightly order known as the Swords of the Lady. Located to the east of the Abbey of the Moon, the keep attracts many of the more militant faithful of Selune. However, the Swords welcome members of other faiths as well and as such multiple orders, each worshipping a different deity, have been established and incorporated into their ranks. Thus it is not uncommon to see the many knights within and around the Keep following different deities. The Keep itself, while not the largest, is an impressive and sturdily built structure. Near the Keep are training grounds and a jousting area where many knights are often seen honing their skills. Within walls, the Keep has living quarters for the knights, a dinning hall, and a library containing texts both sacred and important to the Swords. Those seeking allies to assist in the destruction of evil or wishing to join the Swords of the Lady will likely find themselves here.

Abbey of the Moon

The Abbey of the Moon is an area of worship dedicated to Selune, the goddess of the moon. Located south of Southbank, many followers of Selune traverse the treacherous roads filled with bandits and wild animals on their pilgrimage there. These pilgrims can often be seen at the Abbey, enjoying the surrounding wildlife and praying to the shrine of Selune. Those seeking to join the Swords of the Lady also make the treacherous journey and pass through the Abbey on their way to the nearby Moonglow Keep. The area is well-maintained by the followers of Selune and is the perfect place to visit for any who worship her.

Runaway's Hole

The Runaway's Hole is a haven for gnomes avoiding the slavery their race is often subjected to. It is a small community hidden deep underground, it contains little of interest and its inhabitants are mindful of outsiders. Market stalls and primitive stone buildings make-up the majority of the refuge, each building serving a purpose as food storage or as a resting place. Though the living conditions may seem rather poor, the gnomes seem to have found methods for cultivating crops, an underground water source with fish, and learned how to raise livestock. Four of the stone buildings each specialize in storing and possibly selling different types of food, each of these four deals with either fruits, vegetables, fish, or meat. The fruit building also has a second filled with bedrolls for resting. Overlooking the refuge is a large, two-story stone building, it is likely used as another resting place or as the home of their leader. Though such information would be difficult to truly determine as the gnomes a reluctant to deal with outsiders and seem content merely with being left alone.

Hilltop

Hilltop is a Halfling village nestled in a valley to the northeast of Hadrian, nearly hidden among the surrounding hills and winding trails that cover them. Hilltop is practically built to reflect the natural beauties around it and is home to a small community of Halflings. Waterfalls feed into streams that flow through the town and meet at its center, flowing around a small island with a tree surrounded by rocks. The locals can often be seen walking through town enjoying the weather, tending to livestock, or working in the mines. Places of interest within the village include its inn and its mine. The inn is located right in the heart of the village and is one of the largest buildings, it is a wonderful place for those seeking food, drink, rest, and hospitality. The mine is located under the trail leading into town, it is directly behind the mayor's house and always welcomes those looking for work.

Ballad of Skaarbrand’s Folly

Spoiler
Ballad of Skaarbrand’s Folly
By Celebrithrade Dedralein

Far beyond the plains, and O’er the many hills,
Howl, howl the battle cry of Skaarbrand!
Their motto was revenge - “our kin we shall avenge!”
Howl, howl the battle cry of Skaarbrand!
Call forth the demons! Summoned from abyss!
Down with the humans, dwarves and Tel-Quessir!
We’ll rally ‘round Skaarbrand, we’ll rally to the end,
Howl, howl the battle cry of Skaarbrand!

They then went forth, summoned their many allies,
Shout, shout the allies of the Fire Paw!
Their motto was resistance - “To humans we’ll not yield!”
Shout, shout the allies of the Fire Paw!
Fight them in life! Feed them in death!
Down with the humans, dwarves and Tel-Quessir!
We’ll rally ‘round Skaarbrand, we’ll rally to the end,
Shout, shout the allies of the Fire Paw!

They cut down the farmers, their mothers and their kids,
Scream, scream the victims of the Fire Paw!
Their motto was despair - “we must abandon all our hope”
Scream, scream the victims of the Fire Paw!
Feeding the bloodlust, and demons of abyss
Doomed to oblivion, their souls fo’er amiss,
Will no one save us? Will no one come to aid?
Scream, scream the victims of the Fire Paw!

Hearing their pleas, feeling their rage,
Charge, charge the adventurers of Hadrian!
Their motto was muddled - for all seemed to disagree,
Charge, charge the adventurers of Hadrian!
Fighting disjointed, efforts thrown in chaos,
Cooperation became a second thought
I know what’s best! How dare you doubt me!
Charge, charge the adventurers of Hadrian!

For many days passed, the continued blood shed,
Shout, shout the allies of Fire Paw!
Their motto was slaughter - “Our demons we shall feed!”
Shout, shout the allies of Fire Paw!
Stronger they grew, the demons and their crimes
Though the worse it became, the more united their enemy
Will nobody stop us? Our victory is assured!
Shout, shout the allies of Fire Paw!

Too many victims, too many sins,
Sing, sing the Loremaster of Tel-Quessir
Her motto was judgement - “They’ll pay for each their sins”
Sing, sing the Loremaster of Tel-Quessir
Raiding the monsters, leading the charge,
Hoping to spark an allied front
We must not falter! We shall not yield!
Sing, sing the Loremaster of Tel-Quessir.

Powering the wards, expelling their magics,
Cast, cast the wizards of the Guild
Their motto was knowledge - “We’ll uncover their secrets”
Cast, cast the wizards of the Guild
Quietly they stood, quietly they watched
Aiding their allies, with enchantments and more spells
Learning their enemies peculiar use of rites
Cast, cast the wizards of the Guild

Construct the outposts, man our stations men!
Yell, yell the legions of Duakarrus
Their motto was battle - “we’ll drive back the dogs”
Yell, yell the legions of Dukarrus
Steadfast they stood, at home and on the roads
Protecting farmers, their families all the while
Push them back men! We’ll break each their ranks!
Yell, yell the legions of Dukarrus

Securing their relics, studying their artifacts
Scour, scour the protectors of Skettus
Their motto was retrieving - “Ancient items they’ll not use”
Scour, scour the protectors of Skettus
Promptly they set out, stealthily they tred,
Hunting down their weapons that aided in their crimes
Securing them each, locking in their vaults,
Scour, scour the protectors of Skettus

Supplying the efforts, assisting capturing of foes,
Clank, clank the Traders of Rischotti
Their motto was commerce - “We’ll supply our forces true”
Clank, clank the Traders of Rischotti
Swiftly they helped out, with slavers and provisions
Handing out their potions, weapons and steel cages
Come at us dogs! We’ll bring you to heel!
Clank, clank the Traders of Rischotti

Dying on the plains, bleeding in the swamps,
Cry, cry the allies of the Fire Paw
Their motto was desperate - “This is the only chance we have!”
Cry, cry the allies of the Fire Paw
Depending on their demons, trusting in their leader,
Yet something wasn’t right - the demons came in weak
Their sacrifice in vain, the hopes went down the drain,
Cry, cry the allies of the Fire Paw

The battle finally over, the battle finally one
Silence, silence o’er all Hadrian
Their motto was victory - “The war was finally won”
Silence, silence o’er all Hadrian
Once they were disjointed, now they stood as one
The gambit of the soul rite had thankfully paid off
Foes lay wasted, Skaarbrand’s soul banished e’er’more
Silence, silence o’er all Hadrian

The Little Elf Girl

Spoiler
Celebrithrade Dedralein
*In Elvish*

***
The following is a folk tale that has been passed down in my family for generations. While my family normally devotes ourselves to only puting “critical” facets of our lore into writing, I find it desirable to add this to our written collection as well. This was my favorite bedtime story to hear from my mother before bed...

***

The story begins a long, long time ago with a young elf girl sitting underneath a blossom tree atop the hill overlooking her home. One day, this girl spotted a small azul fairy nearby, unable to fly due to an injured wing.

"What's your name, little one? Are you lost?" the girl asked the fairy.

"I'm called Aquaglow, and I'm waiting for my mommy. She's coming for me from up there!" said the fairy as it motioned up toward starlit sky.

"Why don’t I wait with you?" the little elf girl asked Aquaglow. “That way, neither of us will be lonely.”

At nightfall, the little elf girl brought out the quilt her mother made her and gazed into the sky by the fairy’s side. They watched and scanned, but they saw out of the ordinary. Minutes turned into hours, hours turned into days, but still the sky revealed nothing.

Finally, the little girl sighed and turned to Aquaglow, "If we stay out here much longer, my family is going to start getting suspicious." She furrowed her brow as she pondered a new plan. "Why don't we go out and find your mommy ourselves?"

Aquaglow was pleased by the idea, and so he and the little elf girl set off into the depths of the forest under the starry sky.

Days passed with no sight of the fairy’s mother. Instead, trees extended for as far as the eye could see, making it near impossible to get a glimpse of the sky. "If I had known it was going to take this long, I would have packed more food," said the little elf girl, above the rumble of her belly.

At this, Aquaglow burst into a fit of laughter as the girl began to pout. "As long as I have Fae Dust, I'll be fine," said Aquaglow. "Would you like some? It’s veeeeery tasty!"
